Launch of the Public-Private Partnership (PPP)

On 10 September 2026, the Financial Intelligence Centre (FIC) launched the first Public-Private Partnership (PPP) on Anti-Money Laundering, Countering the Financing of Terrorism and Countering Proliferation Financing (AML/CFT/CPF) to strengthen collaboration between Government and the private sector in combating financial and economic crimes.

The PPP was launched during the inaugural Public-Private Sector Dialogue (PPSD) Symposium on AML/CFT/CPF, held from 10 to 11 September 2026 at Sandy’s Creation in Lusaka, under the theme “Securing Zambia’s Mineral Wealth: Strengthening Public-Private Partnerships Against Financial and Economic Crimes.”

The launch brought together senior Government officials, regulators, law enforcement agencies, mining sector, financial institutions, designated non-financial businesses and professions, civil society, higher learning institutions, private-sector organizations and other stakeholders from across Zambia. Demonstrating broad stakeholder commitment to strengthening Zambia’s AML/CFT/CPF framework, the Forum also attracted participation from the international community; including Zimbabwe, Liberia, the United States of America, South Africa and the European Union.  Further, the Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG) Secretariat also participated, with the Executive Secretary delivering remarks during the launch;

Among the distinguished participants were the Attorney General, Chairperson of the Anti-Money Laundering Authority and Guest of Honour, the Director of Public Prosecutions, the Governor of the Bank of Zambia, the Deputy Director General, Drug Enforcement Commission, the Accountant General, the Vice Chancellor, Mulungushi University, representative of the Chief Executive Officer of Zambia National Commercial Bank (Zanaco), and other senior representatives from Government and the private sector.

The initiative provided a structured platform for Government institutions, law enforcement agencies, regulators, financial institutions and other private-sector stakeholders to enhance cooperation, information sharing and coordinated responses to emerging financial crime risks.

Speaking at the launch, the Attorney General, Mr. Mulilo Kabesha, SC emphasised the importance of strengthening public-private collaboration in detecting, preventing and disrupting financial crimes, particularly as criminals increasingly exploit technology and other sophisticated methods to conceal illicit funds.

The FIC Director General, Mr. Clement Kapalu described the PPP as an important milestone in strengthening Zambia’s response to illicit financial flows and financial crime. The PPP is expected to enhance stakeholder engagement, facilitate the sharing of relevant information and expertise, and support coordinated action against money laundering, terrorism financing, proliferation financing and other financial crimes.

The launch reaffirms Zambia’s commitment to strengthening its AML/CFT/CPF framework and safeguarding the integrity of the country’s financial system and mineral wealth.
