The Financial Intelligence Centre (FIC) is pleased to release the 2025 Trends Report. The Report is issued pursuant to Section 5(2)(d) and (f) of the FIC Act, Chapter 384 of the Laws of Zambia.

In 2025, the FIC observed a reduction in the value of Illicit Financial Flows (IFFs). The decrease was attributable to the measures implemented by Government, including the introduction of Advance Income Tax. The majority of the cases analysed and disseminated were involving the private sector and particularly related to tax crimes.

Unlike in the previous periods where shell companies were the primary drivers of illicit funds movement, in 2025, FIC identified a new trend involving the abuse of payment service providers for movement of suspected proceeds of crime.

In 2027, the country will be undergoing the 3rd Round of the Mutual Evaluation Exercise. Experts from the Eastern and Southern Africa Anti-Money Laundering Group will examine Zambia’s AML/CFTP framework to verify technical compliance and effectiveness. A strong Mutual Evaluation report shall assure international banks, foreign investors and global counterparties that our financial sector is safe and transparent. On the contrary, a poor evaluation could attract increased monitoring and also restrict the country’s access to international financial services. Therefore, all stakeholders are called upon to adequately budget and prepare for this exercise of national importance.

With the continued strong Government support and stakeholder cooperation, the FIC remains committed to strengthening the country’s AML/CFTP framework.
